c0cd7555e1 -Fixed up the quest flag functions. 
-Renamed the ActorSpecialGraphicPacket to SetActorQuestGraphic as those icons all have to do with questing.
-Got onSpawn to work and implemented the quest graphics.
-Added new QuestDirector class.
